     It is a SAD COMMENTARY on THE HUMAN RACE and SADDER YET that WE allow it to continue, Because CRUELTY TO ANIMALS is a PREVENTABLE BLIGHT on society! Time and time again it has been proven that EDUCATION & ENFORCEMENT ARE THE KEY. WE KNOW THIS! So why, we ask ourselves, is there NO EDUCATION available to the PUBLIC and to PRIVATE individuals, to school children, to the general pet-buying public, to OFFENDERS, as well as for and perhaps MOST IMPORTANTLY to LAW ENFORCEMENT officials! There is NOTHING and NO hope without EDUCATION & ENFORCEMENT ...YET, it is the MAIN COMPLAINT when PRESENTED with the QUESTION as to why so much animal abuse and neglect still exists! The main reason given is most always LACK of LAW ENFORCEMENT. Police either dont know the laws or just dont want to be bothered! Most have the "its only an animal" attitude. And that is what we have to change. The answer is as simple as 1, 2, 3,
